Consumers Union and Ralph Nader established the Center for Auto Safety (CAS)

Consumer Federation of America is an advocacy organization, working to advance

Institute for Highway Safety
The Insurance Institute for Highway Safety is an independent, nonprofit, scientific
and educational organization. It is dedicated to reducing the losses - deaths,
injuries, and property damage - resulting from crashes on the nation's highways.
The Institute is wholly supported by automobile insurers. IIHS also houses
the Highway Loss Data Institute, a public service organization that gathers,
processes, and publishes data on the ways in which insurance losses vary among
different kinds of vehicles.

The mission of the National Safety Council is to educate and influence society
to adopt safety, health, and environmental policies, practices and procedures
that present and mitigate human suffering and economic losses arising from

Operation Lifesaver is a nonprofit, nationwide public education program designed
to eliminate collisions, deaths, and injuries at highway-rail intersections
and on railroad rights-of-way. It is sponsored cooperatively by a wide variety
of partners, including federal, state and local government agencies, highway
safety and transportation organizations, and the nation's railroads.

Founded by Ralph Nader in 1971, Public Citizen is the consumer's eyes and ears
in Washington. With the support of more than 150,000 people, Public Citizen

Safety Training Center (TSTC)
The Transportation Safety Training Center (TSTC), works closely with the Virginia
Department of Motor Vehicles to assist Virginia's local and state transportation
safety agencies and organizations to attain their transportation safety goals

Property Casualty Insurers Association of America was established in January 2004 by the merger of the Alliance of American Insurers (Alliance) and the National Association of Independent Insurers (NAII). Created in 1950, Texas Transportation Institute is a research agency for the
Texas Department of Transportation and the Texas Railroad Commission. TTI works

The Traffic Injury Research Foundation (TIRF) is a charitable, independent road safety institute. It performs original research into the causes of road crashes and develops and promotes effective prevention programs and policies.

University of North Carolina Highway Safety Research Center
The University of North Carolina Highway Safety Research Center is dedicated
to improving transportation safety, with a major emphasis on highway safety.
The Center's fundamental mission is to conduct basic and applied research that
increases knowledge and contributes to reducing death, injury, and the related
societal costs. HSRC works to translate developed knowledge into practical
interventions which can be applied at local, state, national and international

State/Local Government Organizations
Association of Metropolitan Planning Organizations
Federal highway and transit statutes require the designation of Metropolitan Planning Organizations (MPOs) in urban areas. MPOs have responsibility for planning, programming and coordination of federal highway and transit investments. The Association of Metropolitan Planning Organizations offers its member MPOs technical assistance and training, conferences and workshops, frequent print and electronic communications, research, a forum for transportation policy development and coalition building, and a variety of other services.

The National Association of Counties (NACo), the only national organization
that represents county governments in the United States, is a full-service
organization that provides legislative, research, technical and public affairs
assistance to its members. The association acts as a liaison with other levels

The National Association of Towns and Townships (NATaT) is "the voice
of America's grassroots governments" and the only national association

nonprofit membership association, NATaT provides technical assistance, educational

The National Conference of State Legislatures is a bipartisan organization
dedicated to serving the lawmakers and staffs of the nation's 50 states, its
commonwealths and territories. The Conference is a source for research, publications,
consulting services, meetings and seminars. It is the national conduit for
lawmakers to communicate with one another and share ideas. The Conference is
an effective and respected voice for the states in Washington, D.C., representing
their interests before Congress, the administration and federal agencies.

The National Governors Association (NGA) is the only bipartisan national organization
of, by, and for the nation's Governors. Through NGA, the Governors identify
priority issues and deal collectively with issues of public policy and governance
at both the national and state levels. The association's mission is to provide
a forum for Governors to exchange views and experiences among themselves; assistance
in solving state focused problems; information on state innovations and practices;
and a bipartisan forum for Governors to establish, influence, and implement
policy on national issues.

League of Cities
The National League of Cities (NLC) is the country's largest and most representative
organization serving municipal governments. Acting on behalf of local governments,
NLC's goals include influencing national policy and building understanding
and support for cities and towns. Through a wide range of programs and services,
NLC assists local leaders in their jobs as policymakers and public servants.

S. Conference of Mayors
The United States Conference of Mayors is the official nonpartisan organization
of cities with populations of 30,000 or more. There are about 1,050 such cities
in the country today. Each city is represented in the Conference by its chief
elected official, the mayor.

This organization exists to further the development and sharing of traffic

Outcome Data Evaluation System (CODES)
The CODES is a system that links state crash data with state injury data to
create an "after crash" picture, once the victim has been transported
to the hospital. In this way, the benefits of using seat belts and motorcycle
