Passenger Protection Education Grants
History and Administration
Section 2003b, the Child Passenger Protection Education Grant Program,
was authorized under the Transportation Efficiency Act of the 21st Century
(TEA-21). Congress originally authorized this program only in FY 2000 and FY 2001 but
extended funding for another year as part of the FY 2002 appropriations
legislation. The program is administered by the National Highway Traffic Safety Administration (NHTSA) at the federal level and the State Highway Safety Offices (SHSO) at the state level.
Purpose
The program provides grants to encourage states to implement child passenger
protection, education and training programs.
Requirements
To qualify for a grant a state must:
- Prevent deaths and injuries to children
- Educate the public concerning all aspects of the proper installation
of child restraints; appropriate child restraint design, selection
and placement and harness threading and harness adjustment on child
restraints
- Ttrain and retrain child passenger safety professionals, police officers,
fire and emergency medical personnel and other educators concerning
all aspects of child restraint use.
Funds can be used for the prevention of deaths and injuries to children,
child passenger safety education or child passenger safety training.
