The Governors Highway Safety Association released new data on Thursday projecting 6,721 pedestrian deaths in 2020, up about 5 percent from the previous year. But given the sharp drop-off in driving during the pandemic, the association said the pedestrian fatality rate jumped an unprecedented 20 percent, from 1.9 deaths for every billion miles traveled by vehicles in 2019 to 2.3 deaths by that measure in 2020. What is going on?
