This session is based on the NCHRP 17-67 Study entitled Identification of Factors Contributing to the Decline of Traffic Fatalities in the U.S. 2007-2012. While still under final review, the results of the study are being utilized to correlate the factors contributing to recent increases in fatalities across the U.S. Factors including economic recession periods, changes in household income and gas prices will be explored.

Traffic citations are down significantly in each of our states and the reasons are many and even debatable; however, with high visibility enforcement as the cornerstone of our programs and with fatalities on the rise, the time is now to address this growing problem. Even as teen drivers present persistent safety risks, each generation of teens differs from the last in how they value mobility. Are teens really abandoning driving? We have invited a researcher from UCLA to present new research on teen travel trends and their safety implications. An IIHS scientist will summarize a new review of the current status of graduated driver licensing (GDL) laws and the state of teen driver safety research. Finally, we will hear from Ford on how car companies are helping to prevent teen driver crashes, both today and as we steer into an autonomous future.

2:30 p.m. - 4:00 p.m. — Workshop 13: Best Practices for Drug Recognition Expert (DRE) Programs

We will focus on the best practices for state Drug Recognition Expert (DRE) programs. NHTSA and IACP will provide an overview of the goals and objectives of the Drug Evaluation and Classification (DEC) program and what is and is not working around the country. Panelists will consist of DRE Coordinators and Governor’s Representatives to provide an overview and open dialogue on the successes and challenges of different DRE programs. Drugged driving is on the rise nationwide, which is contributing to increased traffic fatalities. This session will provide critical insight for GRs who manage or fund a DRE program. The objective of this session is to assist SHSOs in building and maintaining a strong DRE program and discuss some of the best practices used by the strong DEC states to help save lives.

Although almost everyone agrees that drowsy driving is a major safety issue, few states have implemented aggressive strategies to address this topic. We will share some innovative approaches to combating drowsy driving and will explore what current trends and research are telling us about this deadly traffic safety issue. Panelists will also discuss the requirements for states to apply for state drowsy driving grants offered through GHSA's partnership with The National Road Safety Foundation. While there is no single solution to ending drowsy driving, you will learn that through marketing, education and enforcement your state can impact drowsy driving crashes.
