The Governors Highway Safety Association (GHSA) and the National Highway Traffic Safety Administration (NHTSA) have collaborated to build and sustain a National Law Enforcement Liaison Program (NLELP) to support State Law Enforcement Liaisons (LEL), across the country.
The NLELP Manager is responsible for enhancing communications between and among regional and state Law Enforcement Liaisons (LELs), ensuring greater coordination of LEL activities nationwide and providing technical assistance to LELs. Additionally, the NLELP Program Manager will work with state highway safety office directors to implement optimal LEL programs to help achieve state safety goals.
This full-time, contracted position is funded through an agreement between GHSA and NHTSA through September 29, 2020, with expected extensions.
Essential Functions and Responsibilities

- Promote stronger communications among state LELs and between state and regional LELs and other safety personnel
- Assist in the development and delivery of training that enhances the skills and abilities of state LELs
- Gather information to determine law enforcement needs related to LEL program delivery
- Prepare and deliver presentations and webinars that directly support the LEL program
- Provide technical assistance and support to LELs
- Work closely with law enforcement associations representing the priorities of GHSA and NHTSA
- Identify and draft content for weekly e-newsletters and quarterly newsletters
- Identify topics and presenters for NLELP webinars
- Maintain and update an LEL National Directory
- Coordinate with GHSA staff regarding law enforcement and LEL-related communications to and among SHSOs
- Work closely with GHSA Communications Coordinator and Senior Director of Communications and Programs to ensure timely and accurate content on all NLELP communications channels (website, webinars, discussion group, newsletters, social media, etc.)
- Prepare monthly progress and statistical reports
- Prepare travel reports and meeting/conference summaries
- Prepare timely and accurate plans, and other reports as required
- Meet with GHSA and NHTSA personnel periodically to review progress
- Other duties as identified by GHSA and NHTSA
Knowledge, Skills and Abilities
- Working knowledge of NHTSA-funded highway safety programs
- Extensive knowledge of state and local law enforcement practices, policies and procedures, especially as they relate to traffic safety initiatives
- Ability to develop and maintain relationships with internal and external partners and constituents
- Exceptional interpersonal skills, a focused listener
- Excellent written and oral communication skills; exceptional proofreading skills
- A positive attitude and professional demeanor
- A high degree of personal initiative
- Exceptional organizational and detail orientation for timely implementation of projects

- Fluent computer skills, including basic use of Microsoft Word, Excel and PowerPoint
- Active duty law enforcement experience
- Senior law enforcement leadership experience strongly preferred
- Demonstrated ability to effectively work with diverse groups including law enforcement agencies, State Highway Safety Offices and federal safety agencies
Bachelor's Degree, required.
The bulk of the work will be performed from the selected candidate’s home office or while on travel. The selected candidate will be required to report to and work from the GHSA Headquarters office in Washington, D.C. a minimum of one full day per month.
Up to 25% - 50%
The salary will be determined based upon the experience of the successful candidate but will not exceed $60.10/hour. No benefits are provided.
