Description of Work

Program Development

This person will provide research, direction, oversight, and coordination for one or more assigned statewide highway safety program areas. This includes serving as staff contact to statewide task forces on impaired driving, occupant protection and other traffic safety issues, in partnership with GHSP staff and State and local agencies, and other traffic safety advocates implementing programs identified in the Highway Safety Plan. Provide information and support for preparation of assigned Section 405 Incentive application(s) to receive funding for highway safety programs in North Carolina. Conduct needs assessments to determine specific problems and priorities to be addressed through grant programs and task force recommendations. Develop countermeasure strategies targeted at resolving problems indicated by the problem identification process and provide those strategies to task force members. Research existing programs, policies and procedures affecting occupant protection, impaired driving and other traffic safety issues. Research implications of proposed programs, policies and procedures affecting occupant protection, impaired driving and other traffic safety issues. Provide input to other areas of GHSP programs about emerging trends and planning around occupant protection, impaired driving and other areas addressed in the Highway Safety Plan (HSP).

Outreach and Consultation

This person will represent the GHSP at local, State, regional and national highway safety meetings, conferences, workshops, training seminars, legislative meetings, and other activities as the coordinator for assigned program(s). Serves as the statewide coordinator for assigned program(s). Serve as the statewide liaison to provide oversight during the development, implementation, and monitoring of assigned statewide program(s), as well as other programs in the designated region of the State. Facilitate networks of both public and private sector representatives, including government and local agencies that are associated with assigned program(s) on a statewide basis. Compile and present information regarding highway safety initiatives at the local, State and regional levels. Communicate to the GHSP staff on information gained from highway safety meetings and conferences. Respond to requests for information from the general public regarding assigned program service issues. Represent the GHSP at various State agency meetings to provide information on assigned program(s). Conduct research and investigate potential statewide and national funding opportunities for program implementation with identified organizations. Provide technical assistance and support for statewide collaboration on assigned program issues.


This person will assist the Director in policy outreach coordination, coordinate policy meetings & travel for Director.

Other Duties

This person will manage and direct special programs as assigned by the Director. Direct the development of committees, task forces and work groups to address emerging traffic safety issues. Initiate and coordinate meetings with non-traditional agencies and organizations regarding partnerships on assigned program(s) and other traffic safety issues. Attend GHSP sponsored events.
