The Associate Administrator for Administration directs and executes a comprehensive program for Agency planning, evaluation, and administrative activities in support of the reduction of traffic crashes and their resulting deaths, injuries and property damage/economic costs.
The incumbent serves as the agency wide senior executive /advisor for administrative and management services, correspondence, and human resources management activities, and works closely with the Department and outside sources to define, develop, and adopt best practices, systems, and processes to support all NHTSA operational requirements with the highest degree of efficiency and effectiveness.
Represents the Agency within the Department and with outside entities in major management and administrative areas, and facilitates Agency-wide policy discussions and strategic planning activities that are undertaken to develop and meet the short and long-range highway traffic safety goals and objectives of the agency. Translates broad plans and policies into detailed administrative and management plans, programs and proposals, and tracks, monitors and reports activities and measures taken to ensure effective program implementation by the organization.
The AAA provides executive directions over the following organizational functional areas:
(1) Office of Administrative and Management Services which initiates and oversees a comprehensive Agency-wide program of administrative services support that includes the development, maintenance and operation of NHTSA’s real property management, working capital fund administration and operation, purchase, delivery and administration of supplies, equipment and other support services, facilities and space management, Continuity of Operations (COOP), and support to the Agency-wide records management program;
(2) Office of Executive Correspondence which involves the coordination and oversight of a variety of highly complex, sensitive and unique Agency official correspondence; and
(3) Office of Human Resources which administers comprehensive personnel management and human capital programs in support of NHTSA’s recruitment and placement, retention, promotion, performance evaluation, training, employee recognition and incentive awards, employee relations, classification and pay management and employee benefits programs.
