About the Job

New York State is seeking an experienced administrator with a strong vision and passion for public safety to advance and strengthen the State’s highway safety initiatives as the Executive Director of the Governor’s Traffic Safety Committee (GTSC).

An integral member of the Department of Motor Vehicles’ (DMV) management team, the Executive Director works under the leadership of the DMV Commissioner who serves as GTSC Chair. As GTSC’s administrative leader, the Executive Director guides the development, implementation, monitoring, and evaluation of traffic safety programs across New York and coordinates state highway safety programs offered by state and local entities and non-profit organizations.

The incumbent also oversees the distribution of federal highway traffic safety grants and all aspects of the grant funding process, directs the completion of the annual State Highway Safety Plan (SHSP) to reduce traffic crashes, deaths, and injuries, and serves as the State’s highway safety representative.

Primary Responsibilities

  • Establish and administer the policies, program development, implementation, and monitoring of the comprehensive State Highway Safety Plan as required by the National Highway Traffic Safety Administration (NHTSA) and U.S. Department of Transportation. This plan should incorporate the State’s traffic safety priorities and goals, baseline data, measurable objectives, and an innovative strategy to meet those goals.
  • Establish a traffic safety strategy that focuses on equity and inclusion, including engaging relevant stakeholders to understand barriers that currently exist, outreach to new partners with an eye on equity, and ensuring all New Yorkers are being accounted for in the development of said strategy.
  • Develop and submit applications and budgets for the above programs.
  • Oversee the management and distribution of all federal highway safety grants to state and local agencies and private entities and organizations within the state.
  • Ensure the integrity of all financial systems and communicate and meet regularly with NHTSA and the Federal Highway Administration (FHWA) regional staff to ensure program compliance with all applicable federal regulations and policies.
  • Establish goals, objectives, policies, and procedures, to execute the State Highway Safety Plan and evaluate grantee activities.
  • Provide professional advice and testimony on traffic safety matters to the DMV Commissioner and executive team. As directed, provide professional testimony to outside entities as they relate to traffic safety issues within the state and the Department’s and State Highway Safety Plan’s mission, goals, and policies.
  • Represent DMV, GTSC and New York State in various settings such as conferences, highway safety meetings, and public events to promote and to generate public and policy level attention to critical traffic safety issues.
