Any delay of the broader infrastructure bill is a “missed opportunity” to start to implement it, said Russ Martin, senior director of policy and government relations at the Governors Highway Safety Association.
“The data tell us that teen drivers are the most likely to be tempted to speed, so the need to address this issue is more critical than ever, given traffic death trends during the pandemic,” said Jonathan Adkins, GHSA executive director.
