Olivia Monroe brings over five years of experience in program management and grant administration to her role as Operations Manager at GHSA. Throughout her career, she has supported complex, donor-funded initiatives across federal and international programs with expertise in large scale grant development, project implementation, and cross sector program coordination.
Before joining GHSA, Olivia served as a federal grants consultant supporting the Federal Emergency Management Agency, contributing to the development of grant programs totaling over $11 billion and supported oversight of more than $1 billion in federal funding. In this role, she supported pre- and post-award grant activities, conducted compliance monitoring in accordance with federal regulations, and provided technical assistance to grant recipients.
Earlier in her career, Olivia held program and development roles at the The German Marshall Fund of the United States, where she supported the management of international grant funded programs and secured over $13 million in funding from government and foundation donors. Additionally, she worked at Chemonics International supporting USAID funded international development programs in Pakistan and the Philippines, where she coordinated project operations, financial tracking, and compliance activities.
Olivia holds a Bachelor of Arts in Global Affairs and Foreign Languages from George Mason University.
