Who We Are

The WTSC maintains the official database of Washington’s fatal traffic crashes. Our small agency of just 30 employees manages Washington’s behavioral traffic safety programs having a direct impact on preventing impaired driving, distracted driving, speeding, and other high-risk behaviors that lead to traffic deaths and injuries.  

What You'll Do

As the Finance Director for WTSC, you will be part of the Executive Team and will lead and oversee all financial operations for the agency, including budgeting, accounting, payroll, grants management, facilities, and fiscal policy development. You'll serve as the agency’s primary financial advisor, ensuring compliance with state and federal regulations while supporting strategic initiatives like the WTSC Strategic Plan and federal and state program efforts. In this hands-on leadership role, you'll manage and supervise a small team, coordinate and lead audits, and guide short and long-term financial planning to ensure the agency’s fiscal stability, adherence to internal controls, and effectiveness. You will also collaborate across the internal divisions to align resources with agency priorities.
Duties

  • Provide agency-wide financial leadership by building and maintaining strong partnerships with federal and state funding entities and agency staff to ensure fiscal compliance and sustainable funding for Washington’s traffic safety initiatives.
  • Oversee all day-to-day fiscal operations, including budgeting, accounting, payroll, purchasing, grants management, and inventory tracking, ensuring accuracy, timeliness, and compliance with state and federal regulations.
  • Serve as the agency’s principal financial advisor, offering expert guidance to the Executive Team on budget development, short and long-term financial planning, and the fiscal impact of policy decisions.
  • Develop and implement fiscal policies and internal controls that ensure compliance with state and federal grant requirements and fiscal standards.
  • Lead budget development for the agency’s state biennial, supplemental, and federal budget cycles, including preparing allotments, decision packages, performance measures, and financial forecasts to support agency priorities.
  • Supervise and mentor a small finance team, providing direct oversight of staff responsible for accounting, administrative support, and agency purchasing to ensure efficient use of state resources and high-quality performance and professional development.
  • Prepare fiscal notes and financial analyses for proposed legislation and policy changes, and coordinate closely with executive leadership, the Office of Financial Management (OFM), the National Highway Traffic Safety Administration (NHTSA), and other partners to communicate fiscal impacts and funding needs.
  • Coordinate and respond to state audits and federal file reviews, including those conducted by state and federal agencies, ensuring all documentation is accurate and findings are addressed through appropriate corrective actions.
  • Actively monitor expenditures across multiple divisions and programs, ensuring timely reimbursement, steady financial operations, and accurate data reporting.
  • As agencies adopt Workday through the OneWa project, assume a critical strategic and operational role in ensuring the successful integration of the new system into the agency’s financial workflows.
  • Lead the financial implementation of the agency’s electronic grants management system, working with contractors and program staff to ensure the financial modules meet the agency’s operational and compliance needs.
  • Support agency-wide administrative functions by advising the Executive Team on  risk mitigation, fiscal implications, and operational efficiencies tied to financial systems and controls.
  • Work independently and collaboratively across all levels of the agency to ensure that fiscal systems support and strengthen the agency’s vision, mission and strategic plan.
  • Coordinate with the Department of Enterprise Services and OFM on facility lease matters.
