This document helps states craft their annual Highway Safety Plans (HSPs). DISCLAIMER: This document has not yet been updated to include the NHTSA Final Rule issued February 6, 2023.

This document was originally intended to help State Highway Safety Offices develop their federally required annual Highway Safety Plans (HSPs). It contains the basic planning and process principles but has not been updated since May 2020.
