The objective of this research is to evaluate the current state of practice for motorcycle licensing in the U.S. and develop recommendations for improvement based on the latest empirical data.

Motorcyclist fatalities remain disproportionately high, making strong licensing systems essential to improving safety. States use different approaches to motorcycle licensing, and the quality and consistency of these systems vary. A clearer understanding of what works, what does not and where gaps exist is needed to strengthen rider preparation and reduce crashes.

This project will evaluate the current state of motorcycle licensing practices in the United States and will develop recommendations for improvement based on the latest empirical data. The research will identify how states structure their licensing systems, what requirements they use and how those requirements align with safety outcomes.

A key part of the project will be a comprehensive literature review that documents what is already known about motorcycle licensing procedures in the U.S. The review will also examine knowledge and best practices from other countries, providing a broader evidence base for potential improvements.

The project will produce recommendations that help states modernize motorcycle licensing systems and strengthen the skills and preparedness of new riders. These findings will support State Highway Safety Offices and other partners in their efforts to reduce motorcycle crashes and fatalities.
