Betty Mercer, State and Federal Programs Consultant

Betty MercerBetty Mercer is the author of a number of key GHSA management resource guides and model policies designed to assist state highway safety offices in administering their federal grant programs efficiently and in compliance with applicable federal regulations. These resources range from the model Policies and Procedures Guide to the multiple guides to assist States in preparation for the NHTSA triennial Management Reviews.  She also serves as a resource for the GHSA Federal Relations Committee and consults with the GHSA staff, GHSA Executive Board and the States on a variety of administrative, program and policy issues.

Mercer was Michigan’s Governor’s Highway Safety Representative for ten years before retiring after 30 years of service in multiple State government agencies. In May 2003 she formed the Mercer Consulting Group LLC and specializes in traffic safety policy, planning and leadership development.

Mercer holds a bachelor of science degree in political science from Eastern Michigan University and a law degree from Western Michigan University Thomas M. Cooley Law School. She was admitted to the Michigan State Bar in November 1983.
