This study reviewed the research literature on employer-based behavioral traffic safety programs, gathered information on existing employer-based behavioral traffic safety programs, identified the relevant behavioral change theories and critical components of existing safety programs, and summarized and analyzed measures of safety program effectiveness.

The guidance includes tools, policy alternatives, educational materials, institutional requirements, and other relevant techniques to mitigate, if not eliminate, identified risks.

The publication presents a framework and strategic approach for the safety profession to consider in developing and implementing new design criteria and operational approaches that consider these technological advances.
