GHSA works with the Foundation for Advancing Alcohol Responsibility (Responsibility.org) to combat the growing issue of drugged driving. As drug-impaired drivers continue to be a nationwide problem, GHSA and Responsibility.org aim to ensure that law enforcement agencies and highway safety offices have all the tools available to them to identify and arrest these drivers. By putting more Drug Recognition Experts (DREs) and ARIDE-certified officers on the road, states are better able to ensure drugged drivers are off of them.
Publications and Guidance for States
In May of 2018, GHSA released Drug-Impaired Driving: Marijuana and Opioids Raise Critical Issues for States, a Responsibility.org-funded report analyzing the latest-available data on drugged driving and providing an in-depth look at the impact of marijuana and opioids on driving. The report notes that as this issue grows, impaired driving program focus should expand to include all impairing substances.
The year prior, GHSA and Responsibility.org released Drug-Impaired Driving: A Guide for States. This report examines existing research, data, and state programs addressing this complex issue, equipping states with the information necessary to combat drugged driving.
In addition, Responsibility.org offers a DUID Checklist for Policymakers, which can be accessed on their website.
GHSA and Responsibility.org have developed a grant program to offer training programs that support the arrest and prosecution of drug-impaired drivers. Five states were awarded a total of nearly $100,000 in 2018:
